    Abstract:
    The article considers theoretical and practical issues of forming the foundations of strategic development of territorial communities. The essence and advantages of this process are characterized, the peculiarities of the implementation of strategic planning at the local level are studied, the best developments for the implementation of strategic development plans of territorial communities are highlighted.
    Notes:
    Decentralization is a new round of development of public administration and local self-government in Ukraine. The main guarantee of effective local self-government is the planning and creation of development strategies, which helps not only to effectively plan the development of the local community, but also to create economic security and increase the efficiency of local self-government.
