- Abstract:
- This paper will discuss policy debate of HIV/AIDS governing institutions in Indonesia through qualitative approach of related literatures. First, it will identify the governing institutions from global context up to the national and local level. The AIDS commission will be specifically discussed as its dynamic existence is crucial. Stakeholders’ analysis will be used to see how the institutions relate one another. The second part of this paper will discuss the strategy to strengthen the HIV/AIDS governing institutions. The decision-makers’ hierarchy will be discussed with multi level governance concept by Anke (2010) which will be argued that Coordinating Ministry for Human Development and Cultural Affairs (Kemenko PMK) should take more initiative to re-establish AIDS commission in both national and local level. The paper will be concluded with several recommendations for these stakeholders to achieve “should-be” power versus interest grid to ensure the continuity of HIV/AIDS advocacy in Indonesia.
