• Wilsoncu Kamu Yönetiminde Alman Kökenlerin Yokluğu: “Von Stein, Bluntschli ve Hegel”

    Abstract:
    In this study, the probable influence of Lorenz von Stein and Johann C. Bluntschli on Woodrow Wilson will be analyzed. In the ongoing debates regarding the origin problem in the Public Administration, the information about management, originated in the Germanic countries is placed in focus. In these debates, essential significance is attributed to Von Stein and Bluntschli who are seen as the faithful followers of Hegel. In this regard, it is suggested that there exists a connection to Von Stein and Bluntschli and from those two, to Wilson through Hegel and German Organic State Theory. Nevertheless, it is not possible to claim that these two authors, who stay out of Hegel’s system, have influenced Wilson in this context. It can be said that Wilson benefited from German Organic State Theory and especially Bluntschli’s works. Therefore, the aim of Wilson is considered to be the realization of over-all public’s interests instead of individuals’ personal destructive effects, to stop the favoritism in the USA and to establish an “administrative device” which will be immune from the destructive and manipulate effect of politics.
